Both Manchester United and City have registered their interest in the Ivory Coast international ahead of the summer transfer window.
Mourinho and Guardiola have made the recruitment of a holding midfielder a priority, with Seri’s outstanding performances for Nice placing him high on their list of targets.
United will sign at least one midfielder to replace the retiring Michael Carrick, while City are looking for a long-term successor to Fernandinho.
Both clubs have watched Seri extensively, while Barcelona are also admirers.

Mourinho has drawn up an extensive dossier of midfield targets as he aims to bring in a player capable of emulating Carrick’s influence in a holding role.

Guardiola knows City rely too heavily on 32-year-old Fernandinho - and with Yaya Toure set to leave the Etihad at the end of the season, he is determined to provide top class cover in that area.
He tried to sign Shakhtar Donetsk’s Fred in January, only for talks to be dropped as City launched a late bid for Riyad Mahrez.
The Brazilian’s representatives are no longer confident of a deal being resurrected in the summer as City consider other options - Seri and Julian Weigl among them.
United have also monitored Fred but were prepared to let him head to the Etihad in January without making a counter bid.
Mourinho would like to bring in two midfielders as part of an overhaul this summer, but replacing Carrick is his priority.
He has received scouting reports on a host possible candidates, including Arturo Vidal, Marco Verratti, Jorginho and Sergej Milinkovic-Savic.
